The Indonesian-German Forests and Climate Change Program (FORCLIME) is seeking to fill the post of :
SENIOR TECHNICAL ADVISOR for INSTITUTIONAL AND ADMINISTRATIVE REFORM IN THE FOREST SECTOR
Period of Contract:
1 June 2011 – 31 December 2012 (with potential for extension)
Duty Station: Jakarta
The Program supports the Indonesian Government and relevant public and private actors in developing and implementing the institutional and regulatory framework, methods and services for sustainable forest management, nature conservation and the reduction of greenhouse gas emissions from deforestation and forest degradation.
The Program pursues this objective via three components:
- Policy advice, strategy development and institution building at national level,
- Implementation of strategic action plans for sustainable forest management with a regional focus on East and West Kalimantan,
- Promotion of nature conservation and sustainable development in bio-diverse areas in the Heart of Borneo (HoB).
Tasks
- As senior technical adviser you contribute to the achievement of FORCLIME’s objectives in the area of FMU development through your technical and organizational inputs, professional advice, and your facilitation and networking skills.
- You work closely with the Directorate of Area Management and Preparation of Forest Utilization to further develop the regulatory framework for FMU and to develop strategies for building broad stakeholder support for the reform.
- You are responsible for managing implementation of activities agreed in the strategic and annual work plans.This involves facilitation and supervision of consultancy work on specific technical or regulatory aspects of the administrative reform.
- Your tasks also involve liaising between the Directorate of Area Management and Preparation of Forest Utilization and other Directorates to improve policy streamlining and consistency. A cornerstone of your work is to support the Ministry in communicating the concept to key stakeholder groups, to help mobilize support and build constituencies among private sector, NGOs/CSOs and donors in support of the FMU concept at the national level. This involves, among others, organization of events of different types adapted to different objectives and composition of target groups.
- You contribute to the program’s knowledge management and monitoring work as and when required.
- You work closely with and report to the Team Leader of Component.
